Mercury News editorial: Pepper spray doesn’t belong at Santa Clara County juvenile hall

Pepper spray has no place in the juvenile justice system and is clearly out of step with national rehabilitation trends.

That’s the well-grounded conclusion by Santa Clara County’s juvenile hall watchdog committee and it is supported by 36 states across America that ban pepper spray in juvenile halls altogether.

The court-appointed county Juvenile Justice Commission took up the issue after this newspaper reported in September that a pilot program had been approved by the county Board of Supervisors allowing the chemical’s use. It was a result of contract negotiations with the Probation Peace Officers Union and it went into effect with no public discussion or consultation with advocates for juvenile offenders. …
